Maybe just a screw up at the DNS at her Shanghai ISP. Im sue they will fix it soon. Ha

It may be because Shanghai is now a Special Administrative Region ( SAR) same as Hong Kong and Macau.  Maybe they opened the blocked sites there as a result the same as Hong Kong and Macau.
