It is my understanding, that no they can't.

I had been sending links to Youtube videos to a Chinese friends for almost six months and I always wondered why she never said anything about the videos I sent her.

After I started pestering her about it, she confessed that she was too embarassed to say that she couldn't access the site *laughs*

What I have been doing to get around this is to download the videos and send them to her via email.

You download the videos using the following process:

http://www.savevideodownload.com/

The recipient of your videos will need a flv file reader. I use the following one and have found it works well:

http://applian.com/flvplayer/

A lot of messing around sure, but I really enjoy talking about the videos and music on Youtube

When I was at the agency, the owner said that the Chinese government finally blocked the site a month before. Maybe the government shut it down in anticipation of the aniversary that just passed.
