I don't know this agency personally, but are you sure you got the letters right?  Shouldn't it be IOU?  hahahaha  I am sure someone here might know something about this agency.

There's one with a similar name ... Lots of photoshop pictures. As is always the case, get a normal picture from the lady during your correspondence. Make sure that you get substances in your letters, not fluff.
